There are currently two Internet mail services, ecuanex and ecuanet (yes very similar names but different organisations). Ecuanex has a connection via San Fransisco and offers a UUCP service to about 100 individuals and organisations within Ecuador (I can send you a list if you are interested). Ecuanet has recently started to offer a real live Internet service (see recent message in info-nets) via a satellite link (to miami), thanks to el Banco de Pacifico.
