That's "sparse" not "sparce" and the reason to use this command is that it permits the interface to operate in either sparse or dense mode depending on the traffic that needs to be forwarded.  If the group is a sparse mode group, then the interface will operate in sparse mode.  If the group is dense mode, then the interface will forward the packet using dense mode.

You need this to do Auto-RP.
