mcohort: Juniper PIM problem @ESnet

Last week I moved all of our RP's from Cisco to Juniper routers and
we're now seeing incomplete downstream neighbor lists on several
routers. JTAC was alerted last Thursday and we were escalated to
priority 2 "serious" today.  The problem is visable on the NLANR beacon
page:

Basicly, an upstream interface on one router has no corresponding
downstream neighbor in the same (S,G) on the next hop toward the source.
