I'm almost sure that Universidad Tecnologica Nacional is in a simlar state, or perhaps a little behind. But regarding electronic mail, both are very well connected, I think maybe over 30 hosts from both Universities are within the "Internet". Our host (dcfcen) is the center of Universidad de Buenos Aires network, and one of the main hosts in the country. So, please do not hesitate to write me asking for any information on networks in Argentina you need.
