You can fetch it with anonymous ftp. A new document is being prepared under the Ministry of Science and Technology describing Costa Rica's strategic plans on the "Information Highways". When ready in a week or so, I will send you a copy. Much of this information, and some other will be available soon on our web under www.cr. As a new develpment, CRNet satellite link to the US is being upgraded (tonight or tomorrow night) to 128 Kbps. Also heavy traffic segments of the national bvackbone are being upgraded to 2 Mbps (E1).
