The purpose of this message is to provide a status report on where things are and to hopefully stimulate some discussion to get the ball rolling. In parallel with the establishment of the Cape Verde Home Page (Unofficial) I have, as you know, tentatively defined a Cape Verde Computer Communication Project (CVCCP). Six people have expressed a strong interest in further developing this concept and/or exploring this general subject. I have appended a copy of the draft objectives of the CVCCP, which most of you have seen, to the end of this message. I invite any comments, questions, suggestions, thoughts, etc., on this whole business. The CVCCP list of objectives - as appended to this message - is my initial notion of how the matter of CV Computer Communications might be approached. Others might have quite different approaches. There might be unexamined assumptions I've made that need to be questioned/examined. There's also the basic matter of translating these high level objectives into something more tangible and detailed. As Russell de Pina has stated: "... how (could) an information infrastructure.... be created to serve the people living in Cabo Verde in a matter that makes sense both for the current state of technological evolution, and that will establish a growth path for future development." To date a number of things have been accomplished. The home page has been established. An initial list of interested and involved parties has been established. We have made contact with the folks in CV Telecomm working in Data Communications as well as with a couple of programs in Cape Verde with a common interest in the establishment of email capabilities. Mr. Steve Monteiro will be putting some thoughts together on "paper" and will be submitting them for review and comment in the next few weeks. A couple of us may be in Cape Verde in August to attend the Congress of Cape Verdianos and might possibly meet with Cape Verde Telecomm and others to discuss Internet connectivity. As I see it, we need first to address some basic questions/issues, and I would ask the group to help in identifying what these might be. One thing is the simple matter of working group structure/procedure and "mechanisms". For example, implementation of a listserver to expedite group discussion. Also, coming up with an assessment of the current state of computing/communications resources and capabilities (and obstacles/limitations) in Cape Verde. Defining technical approaches, alternatives and options. Etc. The CV-A/CV Home Page is one of the major projects of the CVCCP. Our goals and activities include: Investigating responsible and appropriate use of computer technology to record the past, serve the present, and aid in planning for the future of Cape Verde. Supporting the implementation of this technology in Cape Verde and among the worldwide Cape Verdean community. The development of a Cape Verdean-American/Cape Verde World Wide Web Home page as an Internet-based resource for use in education, tourism, business, government, etc. The establishment of Internet-based, globally-accessible electronic discussion groups and bulletin boards for the dissemination and exchange of information about Cape Verdean culture. (Uniting the diaspora. (Transnationalism. CV using media to overcome geographical and other hindrances to communication and coordination). Investigating the use of computer-based tools such as GIS, remote learning, and Internet-based videoconference. Promoting the utilization of this technology for education. Also supporting the establishment of Internet-based remote learning capabilities in Cape Verde. Promoting an understanding of the the proper role of computers as well as the limitations of information technology and the dangers associated with misapplication and misuse of this technology. Studying and developing strategies to overcome language barriers, particularly with respect to software and interfaces, to the introduction and utilization of computer technology in Cape Verde. Study new ways of computer input, output/display and networking, including custom graphical interfaces and information kiosks, appropriate to the effective implementation and utilization of this technology in Cape Verde. -----------------------------------------------------------------------
