Organizational Structure of ARN/CERIST. That is the decision making hierarchy of the Network. Initially the decision was made by CERIST under the approbation of the Ministry in charge of Universities and most of other scientific organizations. During 2005, this decision will be shared by members of a committee designed by the Ministry. 2. The staffing structure of ARN/CERIST. This is information on how the operations of the Network are handled. The staff involved in ARN is concerned by three levels: Level 3: - Design of the network - Management of the network - Introduction of new services (multicast, IPv6, QoS) - R&D projects witch concern quality of service, management and new skills for networks Level 2: - Development of basic services (mail, web, dns, proxy, …) - Development of informational services (portal, research engine, …) - R&D projects wich concerns the virtual library, e-learning plateformes Level 1: - Operational NOC handling new connections and technical problems happening 3. Sources of funding. We need to know the percentages of self generated funds and those that are given by donors. CERIST was the initiator for the ARN network and has built this network since 1994 until 2001 with an indirect funding for this network (each university was paying their cost). Since 2002, the Ministry is paying for the all the organizations involved in ARN (about 87). Since May 2004 CERIST beneficiate of funds from European Commission witch concern his connection to GEANT Network under the Eumedconnect Projet (part of Eumedis Initiative). This funds cover 80% of the total cost and 20% is Algerian funds. These EC funds are available until June 2006. 4. Bandwidth agreements that have been signed between ARN/CERIST and local or international ISPs. Now CERIST has two connections: - one with research network GEANT witch is a 45 Mbps connection and witch will be upgraded to 155 Mbps during the first quarter of 2005. The agreement has been made with Dante witch is in charge of the coordination of the project for the EC. You can have also more information related to dante and Eumedconnect project at the website of dante : www.dante.net - the second one is for commercial Internet commodity and is with commercial international ISP. This capacity is now about 30 Mbps and will be upgraded also during 2005. 5. Membership criteria and the services that members pay for. The organizations allowed to be part to ARN are all the universities, research centers and others high shools and academic institutions witch are funded by the ministry (the number of these institutions is now 87). Some others scientific or governmental institutions and non profit organizations are allowed to be connected to ARN but they have to pay their cost.
