The CERIST is a governmental organisation wich works on national projects for promoting the use of scientific and technical information at the national level. The CERIST has to promote the use of the new technologies on this area, and unfortunately the networking and the exchange of information. The CERIST is also engaged in regional projects at the Maghrebian region and the North sub-region of Africa. The plan to Interconnect to Internet isn't a new project. It dated since four years ago at least. Since the started of the project, we have planned to acquire all the necessary requirements for starting with the networking activities and the promoting of it at the national level. Four years ago, we have started with the connection to EARN at the first, but we have had some difficulties to establish a leased line. After the evolution of the Internet, we have decided to interconnect to Internet. We have started with dialup connection to Internet since two years ago with a Netbalzer router and a worldblazer modem under the RINAF project. At the national level, we are working on the national academic research network and we have gouvernment funds to realize this project. We are at the fisrt step : acquisition of necessary equipments and establishment of some leased lines for some sites. This must take time. Nevertheless, the CERIST has developped a national scientific and technical Information Server for the scientific community since three years ago. This Server is used by a great number of scientific and educational institutions. The CERIST is developping some national data bases as national periodicals and monographics catalogues and some others on national publications on differents scientific topics. At internationnal connection, we have worked with CNUCE for the RINAF project. Under this project, the connection to Internet was a primary goal. Effectively, we have established since Junuary 94 a leased line between the CERIST at Algiers and CNUCE at Pisa and this line is financed by Algerian Government. We have encountered many problems with the reliability of this line but since three (3) months the line is working better and we have less disconnections. Since this time, we have activated the cerist domain under the TLD dz and the CNUCE staff has done all the necessary actions for the routing operations. At this step of the project, we have informed all the scientific and academic institutions in Algeria about our connection to Internet and we have suggested to use dialup services at CERIST for using at this fist step the electroni mail service. This restriction to use electronic mail only now is caused by the limited speed on the leased line (9600 bps). We have received about 500 requests for using this service from universities, research centers and others institutions. All this requested have been satisfaying but only 10% of users can use realy this service because a great number of the institutions don't yet have a modem and in some cases a telephone line or PC. All the users and institutions who have an e-mail at the CERIST are registered on a directory service DIREC_500 wich is available on the ist.cerist.dz site (with "CONNECT" Username on the machine).
