And REHRED have already an experimental Internet address. Basically, the news are: 1) ACN the commercial ISP have a system ready for Internet in Haiti, and is tuning the system and trying to have the sufficient amount of local access line to satisfy the demand. Contact Schiller Jean Baptiste at sjb@acn.com. 2) REHRED is now well organized with a Council of Directors, a President, and an operational team leaded by the coordinador, Bernard Zaugg (rehred@acn2.net or gramir@acn.com). The quality of the institutional and organisational layers is extremely promising (all the main actors, like Kiskeya and Haitian University, have integrated the REHRED federative concept in a very democratic fashion; REHRED have established a sound plan for growth with identfied ressources). There is no official plan on the Soros side, but the people are cooperation-minded and eventually this would add to the figure. The non profit network is emerging from three agreements: -An agreement between ACN and REHRED for the access to the international connectivity capacity of the commercial provider. -An agreement between AUPELF and REHRED where AUPELF facilitates the node infrastructure and local connectivity and both institution cooperate in their respective projects (academic and NGO access for REHRED, francophone access for AUPELF, below the REFER flag). -An agreement between FUNREDES and REHRED where we continue providing assistence in several layers (strategy, methodology, training). This is a wonderful model for cooperation between various entities, the last mile though is somehow painful and we are all a bit frustrated to see the delay increasing but soon that will only be a bad souvenir!
