For Japan this is easy - and a very good service (while still tagged "experimental"). Query the JNIC server on NIC.AD.JP; they offer a whois server (append "/e" to the end of your query to limit output to English info). e.g. use "whois -h NIC.AD.JP help/e" to get started.
