Give any comments you may have before I make a final copy. In particular, if there are any blanks which you may fill (eg. Stella, who did you suggest I contact at the Met office, and Ayisi, who at the Nakuru College?, etc). I am forwarding a copy of this mail to Dr MAC Dowling of WHO (Geneva), who I hope to meet with in Nairobi. I shall be revising the schedule below accordingly. Greetings, Shem ----------- PS: I have a PostScript version of this proposal, just in case one desires that. The ASCII below is machine-generated from TROFF, and be warned that it may have some typographical errors. ------------------BEGIN FORWARDED MESSAGE-------------------- DRAFT For Comment ================= AFRINET Proposal: Short Stop-Check Visits to a Cross-section of =============================================================== Kenyan-based Academic and Research Institutions =============================================== Shem J. Ochuodho Department of Computer Science University of York Heslington, York, YO1 5DD United Kingdom Introduction ============ This article contains a proposal to visit a host of academic and research institutions during a 4-week visit to Kenya later this month. Section 1 gives background information and motivation for the proposed visits. A provisional itinerary is given in Section 2, with a working budget in Section 3. Some expected deliverables are summarized in Section 4. A sample questionnaire is given in the Appendix. 1. Motivation AFRINET is an ambitious project that aims to interconnect a number of strategically placed African universities and research institutions (with each other, and with a number of similar institutions in the United States, Mexico, Argentina and Ireland that are currently part of the BESTNET*). (* See attached working draft proposal). The networks intend to use cutting edge electronic communication technology, including DECNET VAX Mail, VAXNotes computer conferencing and VTX videotext network. Recently, an ad hoc "committee", KenfriNet, has been formed to "breath more life" into the AFRINET proposal. KenfriNet has representatives from the international chapter of the Kenya Computer Institute (KCI-Intl.), Kenya Marine Fisheries (KEMRI/RECOSIX), and California State University, and is accessible to certain other interest groups. Although KenfriNet may give pointers to requirements of other parts of the (African) continent, ours is essentially to prepare a comprehensive proposal for the _Kenyan_ situation. It is mainly for this reason that the stop-check visits are proposed. Objectives of the Visits: ========================= i. To familiarize with the status quo of existing and potential AFRINET nodes. ii. To popularise electronic communication in general, and the AFRINET project, in particular. iii. To obtain background information that might be useful in decision making for future AFRINET, KenfriNet, or KCI projects. The visits will be made by one of the co-ordinators of KenfriNet (with the help of an assistant), and will be co-sponsored by Digital Equipment (DEC) and KCI. 2. A comprehensive report, with pointers/recommendations on how best to proceed. ii. A running Email node at KCI Nairobi offices, that will enable regular communication between overseas AFRINET/KCI interest groups and their Kenyan counterparts (assuming no hold-ups, eg. on line approval, etc). A proposal on how best to manage and pay for the (email traffic) phone costs may be made. iii. An account of expenses incurred. The researchers shall be directly answerable to the AFRINET project co-ordinator, Professor Beryl Bellman.
