The telephone system is part of the problem: poor line quality in parts of the capital Phnom Penh, connection only to four other provincial cities, and only by a satellite supported cellular phone system. At present there is one commercial e-mail provider with internet connection (newsfeed subscription possible on request, further services to come later). There are also efforts under way to get a UUCP link (not yet functional) into the Ministry of Agriculture, and two NGO based systems started to work on a low profile basis (as soon as I have more information, also on other plans, I will send it).
