The tour was sponsored by the U.S. Information Service at the request of the Republic of the Philippines (RP) Department of Science and Technology. The places I visited are either Philnet nodes already, or will soon be connected to PhilNet. In addition to the most prominent universities, the membership will include the Asian Development Bank and the International Rice Research Institute (for starters). More will undoubtedly follow. PhilNet's founding and implementation has been guided by the Industrial Research Foundation's Dr. Rodolfo Villarica. The Department of Science and Technology has made a major grant to help pay for infrastructure and for part of the 64 kbps fiber optic link to SprintLink in Stockton, California. Ms. Rosario Teresa Carlos ("Risa"), recently returned from graduate studies in Computer Science at Carnegie-Mellon University, is PhilNet's General Manager, and Richie Lozada of Ateneo de Manila University is Assistant General Manager. Richie succeeded in demonstrating Mosaic live to the audience in one of the lectures. During the final session of a two-day workshop for all of PhilNet operational people and the general public, the attendees drafted a code of conduct to be subscribed to by end users of PhilNet's member organizations. After further review by the member organizations, they hope to offer this to the Internet community as an informational RFC. All in all, it was an auspicious start for PhilNet, and I know that Internauts will look forward to meeting PhilNet colleagues at INET '95 (Prague is out of the question this early in their game plan). --Steve Goldstein, NSF
