Huter" , Cc: Rumi Maeda ,Internet Project Team Subject: UNDP Internet Project in East Timor Project summary including key achievements: This project aims to provide an interim capacity for most effective use of IT as a tool to facilitate development and reconstruction efforts, and to increase awareness at the national level of the global information resources and modern communications technologies. The first Internet connection was established on 2 February 2000 and was immediately extended to all UN agencies located in the building. Initially established at a speed of 64kps, the link was upgraded to 128kps in April same in order to better accommodate the existing connections and anticipate future needs. And due to the good services that were being offered by UNDP, Internet project the list of interested clients grew big. This called for a further upgrade of the bandwidth in May 2001 to a speed of 512Kbps Upstream and 128Kbps Downsteam. Plans are underway to upgrade this to a further 1024Kbps/256Kpbs with half of the bandwidth solely dedicated to the government; the rest shall be shared by the Agencies and the NGOs The project has established, with technical assistance and in-kind contribution from APDIP and Cisco, direct Internet access and related services by the development community, including the East Timor Government, thirty national NGOs, thirty International NGOs, one diplomatic corps and Six UN Agencies. These numbers are likely to increase and more so on the National NGOs as they seek for better Internet services and at affordable rates. Below are the types of connections that are offered, (i) Wireless connection (Government and 2 development community agencies) –with a monthly fee of US$ 1,000 (ii) Direct connections (UN Agencies at the UN house where the project is set-up) agencies with less than 5 users pay US$500 per month and US$1000 for those who have more than 5 users (iii) Dialup leased line connections (A set-up suitable for those with more than 5 users, International and National NGOs) – a monthly fee of US$ 500 (iv) Dialup Single Users – with a monthly fee of US$ 100 and US$50 for International and National NGOs respectively The project has also established an IT training center at the National University of East Timor, which was opened in July 2001. Since the initiation of the training center at the university more than four hundred students have been trained on various computer courses. Training has mostly covered Office applications (i.e. MS Office applications) and programming. This is due to the fact that the IT trainers attached to the project can only teach software. The project is thinking of how it can incorporate other areas of training. A survey is being conducted to see which other areas can be beneficial to the young Timorese who are coming out schools and colleges to be trained on. The Center has twenty-two Dell computers, which were donated by Asia Pacific Development Programme, APDIP, in Malaysia. The project operates on a self-sustaining mechanism with the revenues generated being used to pay for the satellite link, purchase of equipment (whenever needed), telephone bills and monthly allowances for the project staff. Equipment in use (i) One DNS Server (east-timor.org) which is also the mail server (Sendmail) running on SuSE linux (ii) One Dialin Sever - It is also being used as a Cache / Proxy Server. Running on Debian Linux (iii) Breezecom Access Units and subscribers units- used for connecting the wireless clients (iv) 64 port Equinox modem pool connecting to the Dialin server and being used to connect the dial-up clients (v) Cisco 2611 Router (vi) Radyne comstream Satellite Modem and a 3 Meter Satellite dish "Michael Mwaura"
